Entrepreneur, with a background as a qualified Italian lawyer and a PhD in Energy regulation. In 2006, he founded Green Utility S.p.A. Before , he worked at Bain & C. Italy for several years and studied at the LSE and Harvard University. Thanks to high level of innovation of the photovoltaic coverage for the new exhibition center of Rome, in 2007 he has been conferred upon the “Business Environment Award” ( “Premio Impresa Ambiente”) as the Best Young Businessman of the year in the green economy sector. Previous experiences: Competition and Market Protection Authority, Infostrada SpA, Directorate of Regulatory & Legal Affairs, European Commission at the Directorate General for Competition, Gesenu Spa (CEO from 2013 to 2015).

 

Currently he is also member of Board of Directors of BLU Banca SpA and Good Shepherd Internationa Foundation, organization no-profit to which works to implement a development and human rights in low and middle-income countries and to remove the causes that generate poverty and injustice, promoting an inclusive and sustainable development for the most marginalized and vulnerable.

Silvia Stilli è nata in Italia, a Grosseto, il 21 aprile 1963 e vive a Roma. Dal 27 settembre 2013 è la portavoce dell'Associazione delle Organizzazioni Italiane di Cooperazione e Solidarietà Internazionale (AOI), 2007 al 2012. Di formazione umanistica e con un impegno politico attivo nei movimenti per la pace degli anni '80, ha un'esperienza ventennale di volontariato, aiuto umanitario e cooperazione internazionale nel mondo del no profit, iniziata in Italia nel Cospe a Firenze e proseguita in Arcs, l'ong della maggiore associazione nazionale di promozione sociale, l'Arci, che dirige da circa 10 anni. Durante la guerra in ex-Jugoslavia negli anni '90 ha operato in programmi di aiuto umanitario dell'ICS- ​​Consorzio Italiano di Solidarietà- e coordinato i progetti di emergenza e ricostruzione post conflitto di Arci e Arcs in Bosnia, operando prevalentemente a Mostar e ottenere il riconoscimento di "cittadina onoraria". Fa parte del CNCS - Consiglio Nazionale per la Cooperazione allo Sviluppo e del CNTS - Consiglio Nazionale del Terzo Settore.

Member of the Scientific Council of Fondazione Eni Enrico Mattei, associate member of CIRPS I have 35 years experience in international cooperation finance and sustainability.

 

I was Assistant Director General at United Nations FAO, managed the Organization’s Programme Support and Technical Cooperation department in policy areas such as private sector, south-south cooperation, resource mobilization and quality control. I also assumed responsibilities for G-20 and World Food Systems Summit (2018 - 2020).

 

As senior manager of the European Commission (2013-2019) I was Director for Planet and Prosperity up to 2017. I was responsible for the elaboration and set up of the EU’s external investment plan with the European Fund for Sustainable Development. I held the chairmanship of investment committee facilities of the European Union and of the Africa Infrastructure Trust Fund managed by the European Investment Bank (EIB). As director, I was in charge of thematic policy conception, promotion and implementation in the sectors of financial engineering and blended finance, renewable energy and energy efficiency, environment and climate change, agriculture food and nutrition security, rural development, private sector, trade, regional integration, urban development, digitalization, infrastructures and transport local authority. I managed several communications of the EC to the Council including those on private sector in development, ICT and urban agenda as well as the External Investment Plan of the EU in Africa.

 

I worked as European Union Ambassador to Uganda, (2010-2013) where I managed political, economic and trade relations between EU and Uganda and launched “Yield”, the first ever public-private equity fund for small scale agriculture. From 2005 to 2007, I was European Union Ambassador to the Pacific, overseeing 11 countries and 4 EU territories and promoted innovative initiatives for de-risking investments launching in 2005 the blue-green strategy of the EU for the Pacific.

 

As Head of Division at the European Commission, I set up and then chaired the investment committee of Fund of Funds GEEREF, (2008-2010) incorporated in Luxembourg to invest in renewable energy and energy efficiency. I also set up and managed the task force to implement the successful one billion EUR EU Food Facility in only 18 months.

 

In 2004 I set up and managed the EU Commission’s task force for the European Union water and energy facility, while previously (2001-2004) as principal coordinator in charge of public-private partnerships for investments in environment and transport dealing with enlargement of the EU. I served as Head of Monitoring Unit and coordinator for Energy and Transport at the European Agency for Reconstruction in Pristina (Kosovo 2000-2001). Earlier I was economic and development advisor for the EU in Namibia and in Malawi (1994-2000). From 1986 to 1994, I assumed several management positions in the private sector, mainly in construction and ICT.

 

I have a PhD in A Technology from the Sapienza University (Rome) (1991) on expert systems, an MBA from the Open University (1998) and a magna cum laude Master degree in engineering from the Sapienza University (1985). I speak Italian (mother tongue) English and French and authored several articles and interviews in Italian and English.

He has worked for over twenty years in Asia, Africa and Latin America as a health development expert for international non-governmental organizations and UN agencies (Unicef, WHO, UNHCR). He has been teaching History of International Development Cooperation and Project Cycle Management for over twenty years at the universities of Urbino, Bologna, Parma, Rome, and in several Masters in Spain, Tunisia, Bolivia and France. After being its President from 2001 to 2015, he is currently President Emeritus of Terre des Hommes International. Member of the Board of Save the Children Italy, he is a member of the International Council of the World Social Forum.

Born in 1973, Massimo Zaurrini started working as a journalist at the age of 19, during university. His passion has always been that of Foreign Affairs, starting with coverage of Latin America for the Italian and international media from Mexico City, where he lived until 2000. Returning to Italy, he was a junior researcher and analyst at the Center. Military of Strategic Studies (Cemiss). and then, from 2002 to 2012, he worked for an international press agency, dealing mainly with Africa. He collaborates with various Italian and international media, both as a journalist and as a columnist and commentator. In 2012 he founded Internationalia Srl, the only Italian publishing house entirely dedicated to providing information on Africa. With its products (InfoAfrica newspaper, Africa e Affari monthly and Africa Rivista bimonthly), Internationalia leads to Italian institutions (MAECI, Bank of Italy, CDP, Sace, ICE, etc ...), to the academic world, to the Business Community and to common readers punctual political and economic information on what is happening in Africa. With Internationalia it also offers academic and business training services dedicated to the African continent. Since 2015 he has been a member of the Scientific Committee of the Center for Relations with Africa (CRA) of the Italian Geographic Society (SGI). With Infinito Edizioni he has published two books dedicated to Africa: Savané. Soldiers in Ivory Coast (2006) and La Radio e il Machete. The role of the media in the 1994 genocide in Rwanda (2012). With Gianfranco Belgrano, he is working on a new book “Africa: the continent of the future”. Massimo Zaurrini is currently Managing Director of InfoAfrica (information and consultancy service dedicated to economic and political developments in Africa) and Africa e Affari (monthly dedicated to African economics and politics).

Massimo Scacchia, Veterinarian. Employee, since January 1990, of the Experimental Zooprophylactic Institute of Abruzzo and Molise "G. Caporale" of Teramo (IZSAM). In IZSAM he held the roles of Head of the Department of Diagnostic Microbiology, Anatomo-Histopathology, Parasitology and Mycology from 1998 to 2006 and Head of the Animal Health Laboratory from November 2006 to June 2018. He is an international expert of the World Health Organization Animal - OIE for Contagious Pleuro-pneumonia, a very serious disease that afflicts cattle on the African continent and was an OIE expert for Brucellosis from 2006 to 2017. He started his activity in Africa in the 90s carrying out, as a volunteer, missions to NGOs operating in Uganda, Tanzania and Algeria. These missions were intended to set up small veterinary diagnostic laboratories in remote areas of the aforementioned countries. The existence, at the IZSAM, of the National Center for Exotic Diseases, that is, of those animal diseases not present on the Italian territory, but endemic in Africa, has led Massimo Scacchia to carry out numerous missions in numerous African countries in order to study these exotic diseases. The knowledge of a disease "in the field" allows a greater efficacy of the diagnostic processes and therefore a more rapid diagnosis. In 2006 he was called to carry out a period of 6 months of training for Namibian colleagues, in the field of pathological anatomy, at the Central Veterinary Laboratory of Windhoek, Namibia. From 2007 to 2009 he held the position of Director of the Central Veterinary Laboratory of Windhoek, Namibia. Over the years, for work reasons, Scacchia has visited 20 African countries gaining professional experience in the diagnosis of exotic diseases. Currently, as Secretariat, he coordinates in network Enouncing Research for Africa Network (ERFAN) compost from 34 veterinary institutions, of which 28 are African belonging to 17 different countries of the continent. The network, funded by the World Organization for Animal Health - OIE, has as its objectives the improvement of diagnostic performance, technical training and innovation and scientific research. The loan to carry out this activity has a duration of four years. He has published more than one hundred scientific publications in the veterinary field.

His political commitment began in 1963, when he joined the Italian Communist Youth Federation (Fgci), of which he was National Secretary from 1975 to 1980. The first card of the Italian Communist Party (PCI) is from 1968. he Joins the Central Committee in 1979 at the 15th congress, at the following congress in 1983 he is in the Direction, in 1986 in the secretariat. He is among the young leaders of the "turning point" who, in 1989, with Achille Occhetto, transformed the PCI into the Democratic Party of the Left (PDS). At the birth of the new party, in 1990, he became its political coordinator. On 1 July 1994 he was elected National Secretary of the PDS.

 

He entered the Chamber of Deputies for the first time in 1987, elected in the district of Lecce-Brindisi-Taranto. In 1992 he is the leader. re-elected, he assumes the position of President of the group of deputies of the PDS. In 1994 he was a candidate, with the new single-member electoral system, in the 11th college of Puglia, where he was reconfirmed on 21 April 1996.

 

Professional journalist, he collaborated on "Città futura", "Rinascita" and "l'Unità" of which he was director from 1988 to 1990.

 

He is currently President of the Italianieuropei Foundation.

 

From 21 October 1998 to April 2000 he held the office of President of the Council of Ministers.

 

In December 2000 he was elected President of the Left Democrats.

 

From October 2003 to August 2012 he was vice-president of the Socialist International, a position to which he was elected in the Congress of Sao Paulo in Brazil and reconfirmed during the Congress of Athens in July 2008.

 

In June 2004 he was elected to the European Parliament where he held the position of President of the Permanent Delegation for relations between the European Union and Mercosur.

 

On 9 April 2006 he was elected deputy on the list of the Olive tree in the Puglia district.

 

On 17 May 2006 he was appointed Vice President and Foreign Minister in the Prodi government.

 

On 22 April 2008, he was confirmed as Deputy of the XVI Legislature in the XXI Puglia District on the Democratic Party lists.

 

From January 2010 to March 2013 he was President of the Parliamentary Committee for the Security of the Republic (COPASIR).

 

From June 2010 to June 2017 he was President of the Foundation of European Progressive Studies (FEPS).
